OVERVIEW

The Government of Alberta partnered with Boardroom Labs to modernize public services and demonstrate that government transformation can be a strategic investment. Legacy systems and manual workflows constrained key operations, from Family Support Order Services to financial project management. We replaced paper-heavy processes with secure, cloud-based, human-centered digital systems, enabling incremental modernization, measurable returns, and stronger internal capability while continuing to serve citizens at scale.

The Problem

Alberta faced a credibility gap between its ambition to lead in AI and innovation and the reality of legacy systems that slowed service delivery, increased risk, and consumed scarce public resources.

Core citizen services relied on outdated, crash-prone systems that forced staff into paper-based workarounds and left clients without mobile, self-service tools or real-time updates. At the same time, billions of dollars in capital projects were managed through complex Excel spreadsheets, manual reconciliation, and disconnected systems — creating operational risk, errors, and limited visibility. In a constrained fiscal environment, every inefficiency directly reduced capacity for frontline services.

What We Built
  • We’re transforming FSOS from a paper-based legacy system into a streamlined, mobile-first digital service. The modernized process significantly improved application accuracy and introduced faster status updates for clients. Digitization empowers case officers to dedicate more time to complex situations, enhancing both efficiency and service quality.

  • We supported the designed and deployment of an AI-enabled platform to manage capital project finance across 200+ projects. Smart validation, contract intelligence, and real-time dashboards are replacing manual spreadsheets — cutting errors, eliminating vendor update rework, and giving leadership real-time portfolio visibility.

  • Legacy systems were replaced with scalable, secure cloud architecture and AI capabilities. The technical patterns, standards, and governance models established through this work now serve as goal posts for future government modernization efforts.

  • Working across more than 10 departments, we established governance, collaboration, and change management models that enable complex digital transformation across silos.

Outcomes

The initiative transformed key public services by moving them from paper-based workflows to modern digital systems. For Family Support Order Services, this transition significantly streamlined processing times and improved access for vulnerable citizens. In infrastructure, a new AI-powered financial management platform was introduced to oversee major capital projects, leading to a dramatic reduction in manual errors and freeing up thousands of staff hours annually. The project also established best practices for cloud and AI infrastructure, demonstrating a repeatable, proven delivery model.
